Majority of Ukraine-returned medical students still has no academic mobility

Kozhikode: A section of Medical students returned from Ukraine on account of the ongoing Russia-Ukraine war still find no hope to complete studies. The universities in Ukraine have withheld the relieving letters for the students who had only three to four months to finish the course while leaving the country and those who joined after November 2021.

The students who secured admissions without the aid of agents are also finding it difficult to obtain relieving certificates.

All Kerala Ukraine Medical Students and Parents Association president P Satheesan said that the union government which safely brought the students from the war zone to India through Operation Ganga, should find a solution for their studies also.

Many of these students have no way to pursue their studies in other countries due to financial constraints. The representatives of the association said that only four out of the 17 universities in Ukraine are providing mobility certificates to the students who returned to their respective home countries due to war. The students who availed higher education in Ukraine under the recommendation of National Medical Commission (NMC) could avail academic mobility only in two universities in Georgia. A few students are still attending online classes.

Though the NMC suggested scope of continuing the same course in 29 countries, the students are facing technical glitches while applying for it.

The students who returned from China and the Philippines due to Covid-19, and the students from Ukraine are desperately waiting for the verdict of the Supreme Court. The court has enquired the commission comprising delegates of the union government, Ministry of Health and National Medical Commission to recommend measures for supporting the education of students returned from foreign countries. However, when the petitions were considered on the previous day, the commission requested for an extra time period of 6 weeks to study the current situation. Several students who obtained the relieving certificates are attempting to move to other countries in fear of delay in legal proceedings.

NMC had informed that the students who studied medicine outside India cannot claim for academic mobility in India.
